Liberty is a Randolph County town of 2,655 people, by the 2020 census. Inside town, the Town of Liberty runs 23 miles of sewer lines. Past those lines, the farms, woods and new house lots around Liberty rely on a septic system. A new house out there needs one, and so does a home whose old system has failed.
JRC Construction is based in Burlington, and Liberty is part of our service area. We handle septic system installation in Liberty for new homes and for failed systems that need a new one. Once county permits are in place, the install is often a one-day job, as with our septic work around Burlington. Call or text (336) 516-7170 for a free quote in writing.

Liberty's 23 miles of sewer lines are aided by seven lift stations. They move wastewater to a town treatment plant built for half a million gallons a day. On an average day, the town treats about 320,000 gallons. It irrigates 160 acres of land set aside for the treated water.
A house on the town's sewer lines needs no septic system. Randolph County requires its two-stage septic permits when you build on land without municipal sewer. Past the end of the town lines, a new house needs those permits and a septic system. Ask the Town of Liberty whether sewer reaches your parcel before you plan a system.
Town water comes from 8 wells, pumped from as deep as 900 feet. The county's land guide says homes in its subdivision overlay rely mainly on individual wells and septic tanks. The county sets a new well where it meets the required setbacks, so the lot needs room for both.
Randolph County Environmental Health permits septic systems around Liberty. You apply at the county's Central Permitting Office in Asheboro, and some applications can go in online. A new system takes two permits: the Improvement Permit, then the Construction Authorization.
For the Improvement Permit, a county specialist visits the property and does the soil and site evaluation. The Construction Authorization must come before the system goes in and before any building permit. After the install, the specialist inspects it, and an approved system gets its Operation Permit.
Building permits in Liberty come from Randolph County's Building Inspections office, which also covers the unincorporated county. The county issues every permit, and we never pull or handle one. Our septic permit guide lays out each step in order.
Before the visit, mark the property corners and flag the lines so you can see corner to corner. Fences, wood lines and mowed lines do not count as marked lines. The house footprint gets staked or flagged to match your site plan.
The lot must be cleared of heavy undergrowth so the specialist can move around and see across it. On wooded land around Liberty, that is land clearing work we do ahead of the visit. Buried utilities on the lot get marked through 811 first.
Backhoe pits may be required in some cases, such as rock or difficult soil, and the applicant arranges them. Digging those pits is excavation, one of the jobs we do. If the lot is not ready at the visit, the county charges a re-inspection fee.
Liberty started out as Liberty Oak in 1809 and was incorporated in 1889. The Liberty Historic District was added to the National Register of Historic Places in 2000. The 2020 census counted 1,209 housing units in town. Census estimates put Liberty at 2,739 people by July 2025.
The 1,825-acre Greensboro-Randolph Megasite lies on the Randolph and Guilford county line in Liberty. The state announced an automotive battery plant for the site. The US 421 expressway between Greensboro and Staley bypasses Climax, Julian and Liberty. The megasite plans also called for a new US 421 interchange at Colonial Trading Path and Shiloh Road.
Most land in Randolph County is zoned Residential Agricultural, a low-density rural district. Without 100 feet of frontage on a state-maintained road, the county's minimum lot is 5 acres. The land guide puts almost the entire northern half of the county in watershed areas with their own lot sizes. The county can also enlarge a lot size or setback to fit the septic system.
